PGA Tour Boards Meet Monday to Set 2028 Promotion Rules

PGA Tour Inc. and PGA Tour Enterprises board members meet Monday, Sept. 14, to vote on implementation details for the new Championship and Challenger Series competitive model, which the Tour's board approved in principle in June.

What is Monday's meeting deciding?

The boards, which include Tiger Woods, Adam Scott, Arthur Blank and John Henry, are voting on specifics of how players will be promoted and relegated between the two tiers starting in 2028. Commissioner Brian Rolapp has said the Tour's focus has shifted from designing the model to implementing it, and the results are expected to reach players Monday night through an internal memo.

What questions remain unresolved?

Among the open items is whether the top-ranked player on PGA Tour University will earn status on the Championship or Challenger Series. The board is also expected to weigh in on eligibility criteria across both tracks, including how much status a major championship win should carry.

"I think all eligibility matters when it comes to both tracks," Rolapp said last month at the Tour Championship in Atlanta.

Could the 15-event rule change?

Rolapp has also signaled a review of the longstanding requirement that regular Tour members play at least 15 events to keep full status, a rule that affected Rory McIlroy this year when he fell one event short. Rolapp said in Atlanta that the rule applies only to dual members and its place in the new model is an open question.

What happens after Monday?

Rolapp is scheduled to brief media Tuesday morning on the outcome. A further round of competition-related approvals is expected at the board's Nov. 16 meeting, the last of the year, with full 2028 schedules, including the Fall International Series, set for release on Feb. 22, 2027.
